I don't know if it's a temporal lending. It could be, but each account needs a minimum amount of Steem to be able to upvote and post.
As long as the account has not earned enough Steem it needs the delegated Steem. If the account has enough Steem by itself the delegated SP can be withdrawn theoretically, but I don't know if it works this way. Anyone?

I would say that the delegator can call to get his SP back at any time ,and it takes 1 week to process it and have the SP available again  

Not sure about how delegated SP  for creating a new  account goes back to the delegator..
