This won't work. If you just pay people automatically based on their rep then their will be no quality control at all. Someone with a good rep who churns out complete rubbish will still get paid so there will be no incentive to stop. The whole way that Steemit is designed has been well thought out. It isn't perfect but no system is. There is almost always a fatal flaw with these kind of easy fixes.

If such reward system will be implemented, rules must be design to avoid abused. There are lots of genius in the platform who can design and make that rules.
