I find this information extremely interesting. With one note:

"ReactOS is a reactionary operating system, created to thwart and defeat Microsoft."

Anything created "to thwart and defeat Microsoft" cannot be reactionary, but can be revolutionary. I've been long awaited something open source that can run Adobe CC suite.

Well, I had to use the word reactionary, because it's called ReactOS.

It's meant to be more poetic than perfectly accurate, seeing as the best way to gain information on ReactOS is to read the source code, and install it for yourself. Experimentation is the path to knowledge.
