I thought the plan was to identify all the Hill Valley citizens who were showing signs of distrusting your dictatorship, then feed them lies about how Lakeland was the real enemy and incite them into plotting violence against the Lakeland populace. Then when they inevitably took action and began marching against Lakeland you and your troops would swoop in, crush them, and use their little rebellion to illustrate to the rest of Hill Valley that you are a worthy ruler who is only interested in peace. Or something like that.
