Polymath's corporate HQ is in Canada. That means Polymath  has complied with the security regulations of Canada. This also means anyone creating a STO on Polymath will have to comply with these regulations. These regulations would be similar to or more stringent than the regulations that shares and other securities are subject to. Hence, although creating a STO on Polymath may be easy, continually complying with the requirements of the regulations may not be. 

If Polymath or its token issuers are in breach then Polymath will have to answer the regulators and Polymath and the token issuers could be subject to penalties and possible de-listing as happens in the share market scenario. 

I know of corporations that have chosen to voluntarily de-list their company's share from the share market simply because they found complying with the regulations (in countries less stringent than Canada) too cumbersome!  Thus you may also see similar scenario being played out in crypto-securities market, in that you may see a security token de-listing and becoming a normal utility token. 

For reasons stated above I don't expect STOs to anytime replace ICO so soon.
