So there are a lot of issues in the condenser repo. I see there are labels created but not a lot are used. Is there a best practice to know what things have priority? I can also just look through and see what I can attempt to fix if that is the best method.

That's one way to go about it. Personally I just decide to work on things that I think will add value. Regardless of what you do though, you should email Sneak (sneak@steemit.com) before you do any work to see if Steemit wants it done. There have been cases where developers worked on things and their pull requests have gotten denied because Steemit didn't want the feature.
