The lazy way:

- Found the two images on Google's advanced search (free to modify, share, etc.)

- Used Pixler Express Online (it's FREE)

- Added the jello image to the woman image

- Enlarged the jello image to cover the woman image 

- Decreased opaqueness (increased transparency) of the jello image until I got the desired effect.

Easy, peasy.
