In India not all the beggars are without anything. Some of the beggars in India hold money more than what a normal IT employee would earn. I'm not against begging but when a beggar starts his career as a beggar, it is quite true that they don't have anything for their basic needs. But later when they earn a lot from begging, they don't look forward to have a different lifestyle but they continue begging because it comes to them as a easy money. I personally feel that there are many beggars who hold lots of money by begging for several years.
\n
I would like to quote an incident that happened in Karnataka, India. A lady beggar died was left unnoticed. When the police and other officials went to clear the dead body, they explored the things the beggar was holding. They found lots of money held with the beggar. One group of people started counting the money the beggar was holding and they found that the beggar was having around 1 crore 30 thousand rupees. The value comes around 10030000 $. The officials were really surprised to see so much of money with a beggar who had no one else in their life.
\n
https://www.youtube.com/watch?v=eSbgR4VO00c
\n
You can watch the above video for more details. This is because the government is not taking any initiatives to take care of the beggars. If government can at least audit them, there will not be such situations. I feel that government should audit the beggars as well and provide them their basic needs if possible. If it is not going to happen then there will be no wonder that such situations will be very common. I feel that instead of making beggars pay taxes, government should provide them their basic needs and make them not beg for their entire life.
","appDepth":2,"appParentPermlink":"pkqx9r2cw","appParentAuthor":"duchessrita","musingAppId":"aU2p3C3a8N","musingAppVersion":"1.1","musingPostType":"answer"}" |

For sure, people who are unemployed are not forced to pay taxes, e.g., income tax.

With regards to begging, I don't even think it is a good thing. Government should be doing something when someone is unable to work due to physical conditions. We have our social welfare department in our country providing support for the indigents. Thus, there is a law in our country forbidding begging, and even giving money to the beggar. It's like training them to be lazy and rely on money given by the people.

Back to taxes, I think everyone are paying taxes, i.e. value added tax which are included in the products we are buying from stores. Hence, everyone are taxpayers.
","appDepth":2,"appParentPermlink":"pkqx9r2cw","appParentAuthor":"duchessrita","musingAppId":"aU2p3C3a8N","musingAppVersion":"1.1","musingPostType":"answer"}" |

So payment of tax requires a minimum and maximum employment level which is actually fit enough to pay tax.
\n
So actually it is not about morality or what is right and wrong in this situation it is about being able to actually pay tax, and sadly a beggar can never pay tax because they do not have an eligible means of actually making money and that is the reason why they can't pay tax even if they want to. Mind you paying tax is all about civic obligation and responsibility however towards only those that have a legal means of employment which is actually viable and supported by the government if not then you cannot pay tax.
\n
Beggars only rely on the amount of money being given to them by passers-by or good samaritan and apart from this begging is not a viable means of employment so it can actually not be used to pay tax to the government so the fact is that it is not about what is right or what is wrong it is actually what the law says and what is actually legal so beggars cannot pay tax because they do not have illegal and viable means of employment and that is the most important reason why they cannot
","appDepth":2,"appParentPermlink":"pkqx9r2cw","appParentAuthor":"duchessrita","musingAppId":"aU2p3C3a8N","musingAppVersion":"1.1","musingPostType":"answer"}" |
