@thecastle, that's freaking brilliant and simple!    They need to implement that.  Right now the only restriction is it takes 102 weeks to powerdown your total amount.  But you can start right away from what I know.  There should be a holding period or vesting.   

Do it like the casinos do.  They give you a $5 free play.  You cannot ever cash out that free play, only the money you make above it.  That would be perfect for Steemit.

Did a little research.   Apparently you cannot power down until you have earned 10X the steem power that an account is given upon sign up.  Once they reach that point then one can pull out.  

Though it doesn't guarantee that initial "gift" of SP stays in the system, it atleast forces users to engage in the community if they do want to power down.
