If not, is there some other change to the platform you believe would rectify this issue, or do you believe it is up to the users to self-police? I also don't know if new users even understand that flagging uses voting power... Or if they even understand that voting power exists... This is my first week actually using Steem and I sure as hell don't understand plenty.

Without flags, then there is no way to stop abuse/spam as there is no centralized authority protecting the platform.

Isn't it possible that good content could simply be upvoted by a large enough margin over abuse that it would work out in the end? What do you think of the idea to make flags cost more Steem Power than upvotes? This would be somewhat similar to the reputation cost to downvote someone on [stackexchange.com](http://stackexchange.com).
